nar.... Mods' are generally cool because it's not a straight rip of a CD, 90% of the time this is where you start to learn to create tunes, just don't sample the hell out of a CD tune and then release it yourself ... otherwise you will have a lot of angry people come crash you door in :)

usually mods are created by artists that wish to have their music shared. most mp3s are taken off cds & other audio sources and made available to the public illegally .
