Too many good ones to single out any one. Andy C is definitely up there, longside Goldie, Ed Rush, and Mampi Swift. As far as stateside goes Dieselboy will always be the daddy imho. Freaky Flow is good too, but the guys over here just can't compete with those killahs on the other side of the pond.
