Hiya!
I was wonderin' what type of software and samplers would you say are the best to buy for Happy Hardcore to New 'Scott Brown' Gabba music??
Coz' i ein't got a clue!!!!!

Whatever you feel most comfortable with. From the question your asking it sounds like you don't have much experience of music production (apologies if this is incorrect), so I'd reccomend one of the more basic sequencers. Something like Reason or Fruity Loops has everything you need all in one package (sequencer, sampler, synth etc). Its still what alot of people use, mainly coz its fun, and easy to use.
There are more advanced packages (Cubase, Logic, Sonar etc) but to be honest at this stage you'd probably spend far too much time learning what the hell its doing rather than making music, which can be a major downer, so stick with Reason or Fruity Loops.
If you want a hardware sampler rather than a soft sampler, I use an old Akai S2000...... whatever you do DO NOT GET THIS ONE!!!! The other Akai's are good, and they have a nice sound, but the operating system in teh S200 is a pain in the arse!!! I believe the Emus are pretty good too, as I have a few friends who swear by theirs, but again, go into your local music store and have a play around, and settle on teh one you feel most comfortable with.
