Don't really catch all the lyrics. Sounds like " Ain't no leavin' that, hustlers and hardcore. Raw to the floor, raw like Reservoir Dogs. ??????????When I raise my trigger finger, All you n*ggaz hit the decks. The funk phenomenon, I'm robbin' you like Lebanon. Shatter the glass in the second half on your funky ass. This is a tight rap. Can anyone complete it? I'm guessin' its called Hustlers N hardcore. Am I right? Someone put me in check.

There are several tunes that use that rap acapella, but i think the one you described is Darkzone by Storm & Blade, either Storm or Luna C's remix. I don't know the rest of the lyrics though :P

The rap piece is from a hip-hop tune by "Method Man & Redman" called "How High"  .

There's bound to be many many more!!!
Although to be fair Flavor Flav, has also been sampled a lot!!!
Ahh Public Enemy were quality, especially there dj "Terminator X"
brings back memories, good memories .
But definatly "How High", the single tune that has had the most samples taken from it, including the sample in eye opener, and the "6 Million ways to die" sample, and of course the Hustlers in Hardcore, raw to the floor and all the many others!!!!
