It depends on what you want. There are tons of vocals floating around on the web. Upon that there are numerous vocal sample packs. Those wouldn't be unique obviously.
If you want a unique vocal you can try finding someone here. Or search Soundcloud and other social media. But it's more likely to find somebody if you already have a decent production level and know what the vocal should be.

Being in your position, I'd try to search for a vocalist in my circle of friends! Usually it's the cheapest way at the start and you'd might be lucky enough to fine one of the next vocal talents.
