It was played at helter skelter nightlife by brisk in may '99, and the vocals are well hard to hear...but here it goes...
It starts off with some drum n bassy breakbeat type things and a short male vocal saying..
'Check it out 1..2..1..1..1..2.. (repeated) then 'take it down down down'
Then the lead line is amazing, cos its really energetic, and gives ya the shivers :D anywho, the vocals sorta go..
hoo hoo yeah now now now
and she gives me life...(then summet like puppets, lol!)
Don't laugh at the guess on the lyrics, ha ha ha.

Yeah it's Thunder (brisk remix) on Infinity recordings no. 16. I was in the same boat as you last year after hearing that on Brisk's Funtopia 2 tape.
It took me about 6 months to find out what it was!!! Then Simon Apex told me.
