I always heard it as "I want your hands all on me" I know it's obviously wrong but it kinda fits.

It's not uncommon, by any means. In fact I doubt I could find anyone (apart from kids) who weren't familiar with the term.

Just realised you might be talking about gangbangers, as in South Central, drive by's, in da' hood, etc etc.
