By this I mean the kind of Techno that came out of the rave scene in the early 1990s. I Don't mean Acid Techno. Was there bouncy Techno before rave in the 'House' scene?

No.

House started to have more of a techno edge to it before acid came along but there was nothing remotely bouncy about it.

The nearest thing to slightly 'bouncy' was hip-house which was rather fun!
I was well into Electro, acid and Hip-house before the 'Rave' era came along.

Nothing overly happy but I can think of a few EBM kickdrum lead acts from the 80's.
