The category is vague.
For a start, I think it's a DJ/Producer breakthrough thing, and it doesn't refer so much to "look who has appeared out of nowhere" it's more a case of "who has made obvious progress in these fields in the past year"
Which is why Kurt and Al Storm both make sense, despite their relative standing last time around at the awards, both have progressed hugely in recognition for production and DJ efforts. Kurt is now a mainstay at most major events, and Al Storm has probably done more DJ bookings in the last year than he had the past 5 combined.
So they make a lot of sense, when you look at it that way.

Best Breakthrough DJ
Al Storm
I found this strange, for someone who has been in the scene for at least 10 years to be nominated for best breakthrough DJ - just shows you

Heh, just goes to show what happens when the propoganda machine works against, instead of for, you.
Darwin is the guy who errm...
- Has mixed 6 commercially released albums to date ( WOW 10/WOW 11/Illegal Ravers/Hardcore Underground 1/Hardcore Underground 2/Hardcore Nation: Next Generation )
- Has had ~100 obvious UK Hardcore compilaton licenses to date
- Had 7 tracks on Bonkers 17, spread across all 3 CDs
- Has played a celebrated main room peak time set at every respected underground event of the noughties ( think: Bedlam, Elation, Freeformation, Vibealite etc )
- Has vinyl releases scheduled across labels such as: RFU Recordingz, Notorious Vinyl, Kaotik, Masterwax, Futureworld, Nu Energy, Thin 'n Crispy, Hardcore Coalition and others
- Has highly regarded tracks on the worldwide smash "Dance Dance Revolution" game, including the happy hardcore anthem that never was: "Why Not" ( which I believe has a paragraph feature in the PS2 manual of one of the game versions )
- Is resident artist and engineer for RFU Recordingz & Notorious Vinyl
- Has legitimately remixed for the likes of Cascada, United Nations, Baby D and more.
- Has two more UK Hardcore compilation album mixes and an artist album on the way
Basically, excluding perhaps Al Storm, he is the most active UK Hardcore producer today. Certainly the most broad stroked. If you haven't heard about him, you are missing out. Badly.
In life, sometimes the knowlege you have to seek is more rewarding than that which is spoon fed.

AKA DJ Storm, who has been around forever. Literally.
He's written about 50% of all album featured hardcore over the past 3 years.
Engineering for the likes of Seduction, Slipmatt, Kutski... I could go on all day.
His discography, and list of album licenses, is so long that if I pasted it here the database would likely crash.
Basically, he's the single most reliable and active producer/engineer of UK Hardcore this century.
Everyone who has even a passing interest in UK Hardcore of late *has* heard his works, even if they don't realise it. Credit is only now creeping in, and it's well F**ing overdue.
