looks like just baggy wool knit with some elastic or string to keep it tight.
i know beans about this stuff  but never-the-less, they look nifty
...do it hardcore...

Oh Yeah! I found a small sweater I may be able to cut! I guess I can because it was forgotten at the bottom of my closet. It's an ice blue kulor with sparklez!

I made my leg warmers a lil while ago n they're still goin strong! Absolutly LUV them!!
Ok the first thing you need to do is get approx -( well it depends how tall you are)
I'm 162cm tall and I got 70 cm in lengeth of furry material and that was heaps
So basically what I did- Got my material by doing a dodgy 'put you leg up near the counter and measure the length you need' measurement.
My legwarmers fit around my shoe bootleg style- I don't know whether that is what your after- but they're hot stuff!
ok-
Get home, measure under or above you knee (wherever you will have them) then add about 3cm to that for stitching (get my drift)
Put on the shoes that you go raving in and roughly measure with the material in hand how big you want the 'boot' part to be...
after this measure the length of you legwarmers and add extra material to accomodate the elastic (important or they'll be too short)
and then draw all the measurements up as a pattern
should look something like a triangle but the
eg: _

then fold your material into four and cut the material to size (2 pattern size pieces for each leg)
sew them together inside out, add the elastic to the top, by using a saftey pin to hold while you sew the furry material over the top- the elastic should be able to move with in the hole type thing you have created for it
