Forgive me for bumping a 5 year old thread, but seeing as none of you knew what the tune was...
It was actually one of several mixes by "M+S" from a record released in 1993 called "Razzia" (that little munckin voice is saying Razzia).
I only know this thanks to having the track in question in mp3 format which I found many a year ago whilst searching one of the less popular P2P networks. Someone must have ripped it from a tape and was actually nice enough to record the info from the tape's insert into the ID tags because sure enough a search on gracenote does indeed bring up the results you'd expect;

Since it's the one with cops busting the club it's obviously the second track on that record.
And thus the mystery is solved.

Hmmm nice discussion here :) well i know this track as DJ Mystik - Inspector Gadget (Techno Remix) but why it's called techno remix?? it does not sound like techno :P but i don't ask me i didn't name it :P
