That's Ramos, Supreme & Sunset Regmime - Gotta Believe.
There are a couple of mixes of it, there is the 'Heaven Mix' from 1994, and there is the Force & Styles remix from 1997 :)
The original doesn't have them vocals included though, so it can't be that.

and

I was going to point out the 'Donna - I Believed' tune, and the Ham remix of it but i couldn't remember it having any more that the 'gotta believe' vocals in it.
