If u are going to release a cd for sale, what do u have to do for the artists whos tracks u use? any kind of payment involed etc?

If your planning on selling the CD and are doing the CD legally, you need to contact the copyright owners and license the tracks, these are the labels that have released the tunes for the most part.

You will have to supply a contract to all of them and pay them a recoupable advance royality of CDs sold (anything from 100 dollars - 1000 dollars per track) plus a royality of sales (anything from 14% - 50%). You also have to supply them a statement of sales every 6 months even if you did not sell anything or so otherwise they might sue you for non-payment and never deal with you again.

my advice to you: if you really want to do this you should start by giving away your cds for free initially. build yourself a name and get some money then you can start to sell your cds.

Why would it Suck? If you did not have to do this, you would basicly be selling other peopls music. Thats is prolly stating the ovious tho.
