ok say i have a mp3 file at 128kbit , and i encode it to 320 will it really be a 320 file or would the quality suffer?
also say that i have a 128 kbit file and convert it to wave and then 320 or 192 kibit, will the quality suck or can 128 kbit files be made into anything no problem?

No, there is no sense in going from a lower bitrate to a higher

The bitrate determines how much music data is contented in the file, the lower it is the greater the loss in information and so it doesn't sound as good. Once the information is lost from the low bitrate file it's impossible to recover it. You need to produce the a higher bitrate file again from the original source.

^^^ exactly, you can't increase the audio quality once it has been reduced, you're probably turning up the volume when you're listenning to hear the difference, and when you turn the volume up on anything it will sound much better to your ears.

Yes encoding it initially at a higher bitrate will be much better. I thought you meant re-encoding a 128k file to 320k, which wouldn't make it sound any better

I use 160kbps when i record my CD's to the computer. If i want to hear it loud and with good quality, then i stick the original CD/DVDA/vinyl to the player :)
