that link just is all about the laws regarding child porn, if you read the notes at the bottom of the page it shows ammendments that were made - in that it says about the "performer" being a minor. plus it was written back in 1990, its been around for a looooong while
i havent seen anything else about this though maybe what your meaning is
to do with porn sites being given a mandatory ".xxx" as a domain name..

theres lots of talk about child porn on the beeb, they are really clamping down on that - and im more than sure your not trying to defend those kind of sites.

Peadophillia is the best "they" have to discredit the internet in the eyes of the masses, the drones. They will plug, exploit and senstationalise this until they get what they want - control.
You're not free. This is why "they" have to repeatedly tell you that you are… (think about it)  You're only as free as "they" want you to be.
The internet scares authoritarian governments. We discussing ideas and concepts that are beyond their censorship and misinformation. We can openly discuss truthes that "they" think they can hide from us. Truth is more damaging to their control mechanisms than anything else.
The internet may yet save the human race. Thank god no-one owns it, hey?
