No, my first thought of "format" had to do directly with the format of the audio, mabey it be only up for Digital Dowload, cause thats the future kids.
My second thought was that the DJ's may not be well known or just new DJ's
When silver mentioned "new concept" those were my two conclusions

HTID3 will be the changing of the acronym to HokeyTokeyInDisabled3 and its going to be all remixes from country music. Dolly Parton has graciously spent time in the studio with Hixxy & ReCon along with Slim Dusty and Nate Dogg.
Dr Dre is also behind the album providing all the Tokey for the Hokey.
