Easiest is with Paint (cause everyone has it), on that program press 'Image' -> 'Streatch/Skew...' and put the same prosents to both horizontal and vertical Streatch.
Though that program is crap, and makes the picture a bit low quality after resize. Paint Shop Pro is better, or Photoshop if you want to use over priced software :p
