Well, not really a ripping program. I have been trying to convert some sets from 128/192 kbs to 24 kbs so i can put them on my phone. Currently i am using Audacity, but the MP3 library version i am using, LAME v3.95, will not encode to this rate. Does anyone know of a program where i could convert the mp3's to this quality?

cdex is also a great program http://www.mp3-converter.com/cdex.htm its free and easy to use its also a C.D Ripping program

Acid Pro can encode to even lower than that if need be, also it's a great .wav editor so you can trim off any silence the tape may have.
