The West Coast gets all the Happy Hardcore goodness! Hardcore here in Atl. is either jungle, breaks, and drum & bass. When I see "Hardcore" on a party flyer, I automatically think Happy Hardcore, but then they say its Drum & Bass or Breaks!

No,
unlike the UK scene, the entire US scene cant be categorized the same. Each region has many differences aswell as a different scene. Here (west) hardcore is pretty much hardcore meaning Happycore, freeform & gabber. Happycore is a term being used more and more these days.
I've noticed that only the major party areas / big cities have a broader understanding of hardcore genres and have the recources to promote say a Hardcore & DnB only party. Areas like the west coast, north-west, mid-west, north-east, etc...
Smaller areas also throw parties but usually don't (or can't, I dunno) do genre specific. They could say "hard dance" and that covers a wide range, or like smoogie asked, using "hardcore" to cover other genres. Pretty much It's all up to the promoters, whatever they start calling it is what the people will call it.
