That's the Roland Alpha Juno sound, but it can be emulated somewhat on other synths. You need to have a synth with square waveforms which you can alter the pulse width of, then be able to modulate the pulse with with an LFO. There is lots of variations of the sound, but start with 2 square oscilators at the same octave, and another square or saw oscillator an octave lower. On at least one of the higher octave square waveforms set the pulse with as narrow as you can get it, so it sounds very nasal. Set the pulse with of the other square so it is maybe 50% narrower than the normal square (nasal still but not as much), or have it set the same as the other square if that sounds good to you.
Assign all 3 oscillators to the LFO, and turn the 'delay' setting to 0 so that the LFO immediatly takes effect. Alter the LFO speed to taste (hoovers generally have the pulse width modulation set fast). Also try adding chorus to the sound, and converting it to mono often helps to make it sound even more fat.
That's the most basic description of a hoover sounds' construction, there is quite abit more that could be said but that's good staring point. I'll put up some examples :)

You can definately do it with Zeta, but not with the 3x Osc. The Novation V-Station is probably the easiest VSTi you can do it with, i'll send you an example preset :)
