Do these have 1 of those "cue" files to split the tracks?

The volume seems to be on the low side.

Unfortunatly not - i did have the Nero files to cut up the mixes when they were done but they're long gone.
The volumes on these mixes are sometimes not as loud as they should due to the change in ways to record the mixes and my mixing equipment... plus my knowledge improoving over the years!  .
Bear with it, it's worth the listen
