if your mixing hardcore you're not going to have a whole lot of time to use effects...and if you use them a lot during a set it gets annoying listening to it

i am mixin hardcore, it helps wit sprusin up repetitive sections of some song and occationally to mix from one song to another even if they sections of the songs you are mixin slightly clash

IMO if done right efx can add to the mix but to much and it sounds like shit.
If i was buying a mixer in your price range my main concerns would be the faders, overall sound quality and build. A second hand efx unit can be picked up pretty cheap when you have extra cash
