Can anybody help me with what software i need to mess about with photos. I remember there used to be one on windows 98 i think which you could completely change all clothing to things like clown outfits & pimp suits. I remember you could also add different smiles to there faces & things. I basically have a family party to go to & thought it would be a laugh to make some funny photos up.

I use paint shop pro for all web work, photoshop for designing as it handles layers much better. Photoshop has quite the learning curve, but Paint Shop Pro was bought out by Corel to whom support for previous customers is now non existant.

What advanages (if any) does paint shop have over photoshop when it comes to the web?

Each to their own, I just find it quicker to work with and has all the tools I need for web, although transparencies are done better in photoshop for web.

Yeah, thats true.
I used paint shop ages ago, the good thing was the 100s of photo effects.
I now prefer photoshop cause thats what I have been taught in basicly.
