for adding vocals you need a sampler, use the NN19, in the upper part of the device there is button where you can browse the sample you like, in this case the vocals. (is diferent from browsing a patch, which are the sounds that comes with the software)
in reason you can make a lot with the vocals, like effects, EQ, Pitch, etc. but you cant modify the actual sample, i mean if you want to cut some parts, change the order or stuff like that you to edit the vocals before load the sample in reason.
for this I use Abode audition, but am sure theres a lot of more softwares, I dont know if Cubase can do it, probably

create a nn19 - click the open file logo above the keyboard display. made sure u load the sample as a WAV file, as it won't play anything else,

Both wrong.
Open the rap in Recycle, cut up into different slices and save as a rex file. Then either open it in the DR-REX or the NN19 (or the NN-XT if you feel like it)
The notes from C1 upwards will correspond to the slices of the rex file. Now you can re-arrange the order.
Or alteratively, cut the sample up and save the different parts as different waves and back into the sampler.
