I'll simplify it in 5 era's
1. The Beginning (1990 -93) This is where hardcore music found itself and experimented!
2. The Golden Years (94-97) From the happiest of happy to the 1000 bpm's of noise!
3. The Dark Years (98- 01) DJ's jumpid ship, Ravers found new sounds,
4. The Rebirth (02-04) Hardcore regroups and fights back!
5. The Commercial Years (05 - ?) Hardcore is big news again, albums sell by the 1000's

As a major Happy Hardcore lover, 94-97 was my favourite era...But 98-01 also has alot of meaning to me aswell because i went to my first rave when the scene was "dying" and i feel proud that i stuck with hardcore through the hard times.
Even though hardcore is probably as popular as its ever been right now i do think that the scene and quality of tunes is at a general low...Different people with different idea's I.e not ravers, just clubbers with glowsticks. Dont get me wrong i still love it at raves and i do like alot of new hardcore i just think since pretty much everyone that listens to hardcore is an Mc/producer now theres alot of shit flooding the market.

I'll go with the Golden Years or The Commercial Years.
I like and dislike them both equally.

I'd say 1999-2003, because I loved most stuff Scott Brown and the Next Gen guys (aswell as Hixxy & UFO to be honest) released inbetween this times

1987-1990: The early rave period & Acid House, a so called evil cult that lurred kids into taking drugs became one of the most pheononimal times in modern history! I call 1987 as this era as this was when Ibiza style parties where being held ina club in Streatham in London & acid House began! It would be 1988 though when raves would really begin in the English counrty side, old abandend warehouses attracting loads of party goers, and the media & police!
1990-1993: The breakbeat Hardcore era, rave moves away from Acid House & adopts breakbeats which make the scene 'harder' Rave itself hits it's peak during this time although a number are illegal, thousands of people attend! Hardcore soon spawns differnt styles, the breakbeat induced Jungle & Drum & Bass styles & the more happier sound which around 1993 becomes known as 'Happy Hardcore' by this time the scene in England begins to split as differnt artists, labels & ravers start to follow one style or the other although some still like both!
1993-1996: Scottish Bouncy Techno era, while most of England & Wales followed the breakbeat trend, Scotland picked up on the European trend, where Hardcore was alot harder & has less breakbeats & harder kicks becoming the style known as Gabber! Scotland had a harder scene than most of England & created a more 'lighter' variant of this type of music & called it 'Bouncy Techno'. This style of music was mostly produced, palyed & followed in Scotland, the North East of England (Newcastle/ Tyne & Wear region) & also Northen Ireland & the Netherlands. This style would lead English happy Hardcore away from the breakbeats around 1995 becoming 'more or less the same style' This style would in some ways merge with Happy Hardcore & died in 1997 (for some strange reason) but a slight revival in 1998 didn't go very well! This is my favorite style of Hardcore & favorite era!
1993-1999: Happy Hardcore era, during this time Happy Hardcore had moved away from breakbeats & byt the end of the decade adopted a more trance feel! It would take on vocals & be followed in many counrties as well as the UK such as, The Netherlands, Germany, Australia, New Zealand, Untiated States & Canada to name a few!
1994-1997: Peak of the overall Hardcore scene! During these years Happy Hardcore moved away from breakbeats & adopted the Scottish trend of harder kicks & the Dutch & German trend of more cheesy vocals! As said above Hardcore was followed in many counties & these years saw the biggest variety in styles! Raves were huge although usual becoming more legal & the hype of the scene was at it's greatest!
1997-2000: Trancecore era, While Happy Hardcore remained popular into 1999, Trance was also becoming more popular & influences of Trance was apreaing in Hardcore tracks becoming 'Trancecore' This style became one of it's own & became Freeform around 1999. By that time most Happy tracks where turning to Trance & as the hype of the rave scene started to ware off it was mistakenly thought that 'rave' had ended! 
2000-2002: The quiet era; During this time the club scen florished with Trance, House & Dance leading the way, Hardcore was still being made but on a much smaller scale; Freeform was developing while a small number of artists where making more mianstream style tracks, similar to the mainstream dance tunes of the time but faster...
2003-2005: The comeback era; as Hardcore & rave slowly started becoming more popular again, artists where returning to the scene & new faces had arrived! The new sound was being sought after as it was faster & 'harder' than the mainstream dance tunes of the era & by 2005 Hardcore was big again, pnly in some ways on a more commercial scale!
2005-2008: The present; Hardcore is big with a number os styles such as UK Hardcore, also known as Upfront Hardcore as it is the latest style as it isn't just made in the UK or mainstream Hardcore to distinguish it from other styles, Freeform, Hardcore Breaks, Gabber, Speedcore, Breakcore just to name a few. older styles are still popular & there is often talk of a revival of the old sound! Some people wonder if the scen is going anyway, othes think the scene is evolving at a fast rate but we don't know it just yet!
2009- Who knows what will happen in the next few years, will Hardcore get any harder or will it become more commercialized? Will it ever match the hype of the mid 1990s or become even bigger? Only time will tell...
Anyway I would go for the mid 1990s era as that is the time that apeals to me the most although I like Hardcore from most eras in most genres, it has to be 1993-1996 Bouncy Techno

today, there's barely any difference between UK Hardcore (Upfront) nor freeform. Both are basicly using the same formulas now (refering to Smoogie's post)
