No. MP3 is MPEG layer 3. MP4 is MPEG layer 4.

Anyone know of a program to convert M4P? files into MP3?

i think there is a program called m3 that should do it. it was made for video on sony erricson phones mainly but also does audio and is pretty flexible. very slow but
