To break it down simply, Chuck Norris was a bad ass martial artist, that actually helped Bruce Lee with his kicks. He was that amazing at it, his roundhouse kick was legendary and that was it. Films, shows, spots, all sorts. Then the worshipping and mad jokes came.
That's all there is to it really.

Yeh that's true he was the US champion in matrial arts at some stage, and I think he fights Bruce Lee in one of his movies not sure what the movie is called though.
