for cutting chopping and working with vocals I use 2 programs, Cool edit, and Audacity, they are both really good programs you can work in WAV format in cool edit and mp3 and wav in audacity
hope this is what your looking for,
Buzz

if you have cooledit you don't need audacity they both do the same
as for a sampler.... what do you intend to do with it ?
do you mean a sampler vst?

i never ever found audacity half as useful.
or maybe ive got a really old version...
i just merely use fl studio. i load the samples up and drag them below the the playlist and edit them in the sub program that opens up, it does the job... for the bigger stuff i might put it in soundforge and go through it with more care and detail for finishing bits and bobs and accurate touch ups.

soundforge is an audio editor which can be used to create samples
halion is a sampling vst which plays your samples within your daw

Samplers such as Halion, Kontakt and SC2 play samples in programs such as Logic and Cubase.
Soundforge is just for for recording, editing etc.

well up until 3 days ago i was usin soundforge to record and cut some samples and just put them into the sampler in fruityloops and play them by just droping the blocks onto the piano roll.
but, i started learning cubase 3 days ago with the help of some videos and i think i have been goin about things the wrong way? (btw i love what iv seen of cubase so far! not gonna look at fruity loops again!)
i think i should be using a sampler inside cubase instead? is this the best way to make samples do you think?

If you're talking about trimming down the samples etc. just use whatever works for you... It really doesn't matter as long as you get the end results you want.

personally i use fruity so use the fruity sampler
popular samplers are 'battery' or 'kontakt' both vst's for drum samples/percussion
but.... making samples & using samples are still 2 different things
if you have a sample pack with kicks hi-hats claps snares etc... then grab one of the above
to make samples to use within a sampler, i use an audio editor, cooledit pro.
which is the same as soundforge.
hope that helps a bit
