what??? that's insane. but then again i've heard a few times in the past about Australia having major drought problems and in the past i've heard them pass all sorts of laws to conserve water.
and I live in Houston and i don't think they have something similar in Bellaire at all. Houston has never had a major drought problem where they had to pass radical laws to conserve water, and i believe that goes for Bellaire as well.

They have a sewer fee in Japan, don't know how they measure ii.

heh, yeh last year or two we only started to come out of a major drought pattern that had lasted a few years. our water supply levels are still way down. and thats just in the major cities. out in the country its much worse. its funny coz right now most of Queensland and a large part of norther new south wales has been declared a natural disaster zone from intense flooding.

you use a WC Descrambler, they arent cheap though, i think you can pick one up on the black market for about 30k
