I'm curious if there is a term for the style of hardcore released by artists such as Party Animals, Gabber Piet, Gabbertje, and the style featured prodominantly on the Happy Rave/Happy Hardcore volumes (with the little devils on it)??
It's a style I'm very fond and I'm wondering if there was a term for this style?

Well, I know it is, .but those songs are a completely different stye of happy hardcore. It doesn't sound like any of the older classics you would find on Bonkers or Happy2bHardcore. It's almost happy polkacore or something.

It's just Dutch Happy Hardcore! It's not a sub genre as such, just their answer to UK Happy stuff.

Do you think there are any other countries that have a certain distinctions in their happy hardcore? It seems everything is pretty U.K. dominated now. Are there any dutch artists left that still currently do it?

Check Juno records they label their releases by country sometimes so you can get a listen of what hardcore sounds like from other regions.

Some distinctions I know for happy hardcore are:
British
Scottish
Dutch
German
Spanish
Japanese
You can buy some classics cd such as "Helter Skelter Pres: Hardcore Classics" and the 2nd disc has some Dutch & British happy hardcore mixed together, but as far as a seperate genre, no, it's all happy hardcore (though the early scottish stuff is mainly classified as "bouncy Techno" I think).
