I can't tell if you're asking for a way to say that, or you had that said to you.
If you want to say it without it being like "Yeah, so you're boring call me when you want to doing something FUN" you can go "I'm a little busy, so I might not be able to always be there with you. But, if you want to call me when you want to do something with me I can probably make it."
Or something where it makes them feel special, even if it isn't going all that well. Better to be nice then a total jack ass, imo.

If you feel you're being neglected don't bother with a nice way of saying it?
