It isn't Life is like a dance. Where did you ehar the tune? How old is it? Sounds like it is from his Happy Hardcore days of 94-96. Could you provide a sound clip or something as I am a huge Paul Elstak fan and will be happy to hunt the tune down

It's in DJ Si Cosis' 1995 Happy Hardcore Mix that was up here a couple of years ago. Towards the end.
