No-one can predict what would have happened had that "goal" correctly been awarded. England might have won, lost anyway or it could have went to ET/pens. What I will say, is that Germany looked rattled after they'd conceded, and England seemed to find some life for the first time in the tournament.
England are still far too inept technically. As good as the likes of Gerrard and Lampard are in the Premiership, they aren't the same at international level. A lot of this comes directly back to the style of play, there is still far too much kick and rush rather than more emphasis on passing. As a unit, they are still too reliant on strength and power, rather than flair.
If they want to move forward, they need to teach players how to keep possession effectively.

The only decent ref in this WC was the Japan ref in the second game of tournament. Other than that they are all mediocre.
Sepp Bladder is ruining the game of football!
