A lot of tunes have sampled that vocal.
The ones that spring to mind are:
Monty & D'Skys - U had it
Rythem Quest - Closer to all your dreams
Vibena - Closer to your dreams
Bass Selective - Blow Out
Not all of them have all the lyrics though. The only "happy hardcore one I can think of with all of the lyrics is The Mix - Dreams. My guess is it's that.
Re-con is fond of that vocal too, I'm sure he's used/remixed about 10 times!

Possibly DNA - Closer To Your Dreams. That samples a lot of the vocals from the original tune. The Vibena tune doesn't use the same vocal, but it's one of my fall time favorites and is a massively under rated tune.
