It'd take a long time... a LONG time... to get the kind of traffic HHC.com does. So it's subjective to the amount of traffic you pull in.
Coincidently, the amount of traffic you pull in also determines how much you can charge/make from advertising.
Don't build a website around a chatroom, though. Chatrooms are old news and generally a FEATURE of a website as opposed to the BASIS of a website.

depends how much webspace you want. hhc.com probably has allot of webspace to accommodate a forum and radio. but you can get webspace from hosts for as little as a tenner a year.

It costs almost nothing - if you know how to do it. If you know how to code a site, you won't have to pay anyone for doing it. Only webspace then. Bluehost is great for example. All unlimited for 6$/month.
A chat doesn't cost anything either - it's just a piece of code you insert on a specific page.
There are forums (already coded/ready to use) like phpBB, IPB or vBulletin which you can get in the net - phpBB is free, the rest costs something.
Oh and HappyHardcore.com doesn't host the radio here, it's DI.FM in case you still didn't know that :)
