actually it is correct. regardless of whether it is the answer to the riddle or not, you need water obviously, but of course large amounts of water can kill you. there have been several cases in the US where ppl have died of water poisoning in water drinking contests
also, that rare allergy you mentioned is due to skin contact to water. so it can be safe for the ppl with this rare allergy to drink water so long as it doesn't come in contact with the skin. i imagine a straw really comes in handy for them. even if they don't drink water and drink other beverages, almost every beverage you have out there will have some amounts of water.
also many of those ppl still use water to bathe, but limit the amt of time in the shower or they use a rag.

All beverages are nearly all water. Also it makes no difference if people are allergic or not, they still need water to live as much as everyone else.
