Does anybody know who was behind the old happy hardcore track "Renagade Master" ?The sample go`s "Back Once Again For The Renagade Master" and so on.Any help appreicated.

It's probably more likely to be Dream Sequence - Clearly on Impact Records.
It has the lyrics (after the intro with the lyrics you described):
I can see clearly now the rain has gone,
all of the...........................................
