I'm assuming that both of these are Hardcore mixes of a tune that I don't know about - is that right? Both have the same vocal.

It's from a DIY track pack. It consists of about 14 processed vocals with hook line & pre made bassline, pad, piano & lead sound.

As the producer of one of these versions I can confirm the vocals came from a licensed sample pack (Vengeance vocal essentials if i remember right lol) hense the many many versions, although I think mine was the first ever hardcore version :p
