This is a tune from back in the early 90's , it's also featured in an actual video rave, its only a few seconds but I got the lyrics 'I like drugs, I love drugs'

Sounds like Orbitals 'Impact (the earth is burning)' I think the documentary has just added the 'i like drugs, i love drugs' soundbite over the top.
