It's by Scott Brown. I've known it for a long long time (from a different Vibes set) and i still don't know the name of it.

I tried going through most of evo's backcat on youtube. No luck finding out that tune. It really sounds scott brown style - although it as a kind of element of some fused up records but more along the lines of ufo & supreme style. Good luck finding it out it's quite a nice track :)

Traffic cone from ush.net. The best tune ID'er there ever was. Anyway it might be 'One More Chance' or another 97 Evo release that conveniently also isn't on youtube. Which is exactly as i suspected, i just wasn't able to check for that reason.
