This is actually a joke track making fun of gabbers ("ravers") back in the day. Other popular examples of this are "Gabber Piet - Hakke en Zage" and to a lesser extent "De Mosselman - Mossels".
These tracks are (were?) generally frowned upon and cited as one of the main reasons for the commercialization and ultimate downfall of the Dutch hardcore scene around 1998.

What was Hakkuh?
That's the way people (used to) dance to hardcore in The Netherlands.
It took a while to find a well lit video (note that this was at 7AM after most people had already been dancing for 10 hours):

Gabber was a very popular youth culture in The Netherlands in the mid-90s. One of the defining characteristics of a gabber was a bald head. Some would even go so far to say that only guys that shaved their head were "true" gabbers. Other attributes included a track suit (Australian; the Cavello brand was often associated with posers that couldn't afford the more expensive Australian tracksuits) and Nike Air Max shoes.
As you can see in the last video posted above, after the resurgence of hardcore in 2003, the track suit was traded in for Lonsdale gear. I never really quite understood why that was, but when I asked the guys at the time they told me the Lonsdale logo would spell "NSDA" when it was covered by their bomber jacket. This was seen as a reference to the Nazi party NSDAP . Though I'm sure most guys weren't racist, they just went along with the new style.
The skinny look is easy: most gabbers used speed (amphetamine) -- and lots of it.
