This tune should be from around 1993. Samples a Star Trek vocal in parts but the main part is a female singing ow ow ow over and over again. An Acid, Techno type of tune. I have also heard other version but do not know the name of this one:

The auah part is from The Adam & Eve Project "Auah - I Want Extra Ecstasy", it's the same guys that are behind RMB.

i've heard that vocal in a track before i'm sure it's on either one of the thunderdome or terrordrome compilations don't recall any female singing so probably not what you're looking for

After searching it says that there are loads of tunes with that Stars Trek sample in. So far this tune remains a mystery but it is more than likely to be German or perhaps, Belgium and a small chance of being Dutch
