I'm trying to ID 1-2 hardcore songs that were used on BBC Top Gear.
You can hear a brief sample "Let the Beat Commence" from Scott Brown's Commence, but contrary to popular belief, none of the hardcore music comes from that song and it sounds nothing like Commence, unless it is some remix or another song. So I need the experts here to finally ID the true name of these.

Not saying that is wrong, the beats do match up to Plus Systems - Commence, but so do A LOT of hardcore tracks. I guess what throws me off is the fact that none of the synth from the song can be heard, but going with your theory the bass must be so loud that it is obscured. Also weird how that long higher pitched scraping noise is heard after each beat. This may be a long shot here, but it could be the mic they used to pick up the sound and if they did anything to edit the sound.
EDIT: when the song drops at 23 seconds it's pretty audible what is happening in the video. It depends on the presets they used for the car stereo and among other things. I am sure it is the song.
