theres a '91/'92ish track called "break of dawn" by rhythm on the loose that uses those vocals

the power of dreams one is a 2002 hardcore track... carl cox wouldn't have played it "back in the day"

If it's a Carl Cox set from 91 it's Break Of Dawn.
It could also be DJs Unknown - Volume 2A on Homegrown Records as Carl Cox played this early 94 in most of his hardcore sets.
