Most cities in the UK still have hardcore events, happy hardcore less so but it really depends on what your definition of happy hardcore is - if you're talking about UK hardcore as well then it's everywhere but 90s style events are less frequent.
For 90s style check out Be Happy in Leicester, Back 2 Your Roots in Birkenhead and various other one off events.
00s classic UK hardcore you'll find in Milton Keynes, from HAS (Hardcore Appreciation Society)
Upfront hardcore is mostly everywhere at least a few events each month
