depends on the complexity. Id say dreamweaver or frontpage are the easiest.

Don't use Frontpage.
Using Frontpage is a bit like getting wasted and ordering a Phaal - seems easy, and a good idea at the time, but you regret it in the morning ;)
Use Dreamweaver, or better yet, learn HTML, there are plenty of good free tutorials on the net, or buy a book...

depends on what you want to do... If you want somthing static your standard WYSIWYG editor will work good. I've used dreamweaver and fireworks and they're cool for nOObs and pros alike. :)
if you want something that's not static html (like a php and sql type thing) and you dont have a lot of cash, id check out http://www.opensourcecms.com/ - you can try out differnt cms like phpnuke/postnuke/e107. I use e107 for my website... free, easy, and does about what I want. Just make sure you read a lot about what ever one you decide to try, they all have bugs. :) hope that helps! :) I'm a nOOb

i went to college to learn html - so i would say notepad too, however
what he said was
"what is the easyiest way to create a website"
in which case the answer would be frontpage or dreamweaver.
dreamweaver being a little more complex, for making a flat out, simple webpage, front page does a fine job :)

frontpage does suck, addes way to much code that doesnt need to be there IMO and makes your html files WAY bigger than they need to be. You should know how to code html, atleast basic html like tables and stuff. If you learn that, then you will realize why frontpage sucks.
If you go with an editor, there should be a code view, that will help you learn the html code. Thats where I started, but now notepad/wordpad are all I use... makes it nice cause you can ftp into your site from anywhere you have a net connection and make changes to your files.
also, it will be worth your time to learn and understand css... will save you tons of time if you ever want to change a 'global' peramitor on all your content... like font color or size, or back ground color n stuff, anything that will be changed accross the board or on mulitple pages.
also, http://www.w3.org/ should become your friend. :) I'm a nOOb

I use frontpage for templates and table stuff only, it's quick and easy but I copy the code over into Editplus which the entire site is developed in.
If you are an HTML newbie then I recommend frontpage because it is very simular to microsoft word and you will quickly get a handle on things. Once your a frontpage master, you should be able to learn the code and how things are done quite quickly from the code view page...
I have never liked dreamweaver, probally because I do most things by hand and dreamweaver just looked way to fancy for me :)

Frontpage generates very bad HTML. Dreamweaver generates good HTML. It's more complicated than FP but it's not difficult at all. I prefer to write the HTML myself... but there are a lot better editors than notepad around :)

Dont use frontpage, its a big ****!!!
Dreamweaver is more like Drag&Drop, notepad is html ahand.
To start: Create a notepad file, name it "name.html" and write in:
<html>
<head>
<title>HappyHardcore is da best</title>
</head>
<body>
Welcome to happy hardcore is the best!
</body>
</html>
open it in iexplorer et voila. here you have your first homepage :) You can ask whatever you like I am a bit l33t in html and php. created stuff like www.ryzom.ch.vu and so.

I love Happy Hardcore! But lots of people don't understand it... I feel sorry for them that they miss best music genre in da world.
