In all honesty the program doesnt make a difference. I see a lot of people say hard code it.. Why?? you cant see what your doing, i learnt it and it bored me to death, i enjoyed JSP.. If you wanna impress do a MySQL - JSP - WML site. Easy!!

The guy is NOT asking what is the best way to create a web site he is asking what the is EASIEST WAY... the easiest way is frontpage because it is the same as using word basically (which most people can use).... once you get a hang of it you will be able to upgrade to better things...
A newbie will get the hang of frontpage 100 times faster than using notepad.
