If your not bothered about licensing then its dead easy!
All you need is a computer with a net connection with as much bandwidth available as you'll need. You can then grab a copy of the shoutcast server software and the shoutcast client for hooking up to the server. All the details of how to do it are on the shoutcast web site

its when you pay for the tunes you play over the radio
as long as your only wanting to use it now and again you can use my server.. then u just have to install shoutcast
