Depends on the vocalist.
Some vocalists work with stuff they've already recorded and send them to producers.
Some vocalists write stuff without a basis to record - so they go to a producer.

Theres no REAL way to tell. If you check the credits for the track (on vinyl for example) it will list all the writers of the track. If the vocalist is listed in writing credits - then she has had at least SOME input on the writing. If she isn't, then she probably hasn't.
