I think this is the only forum that I've used without mods being able to ban even if it's just temporary. So yes, you should be able to ban, lock threads, and delete threads.
Also, how old is this forum software? I know silver has done a lot to it, but wouldn't most up to date forums have a lot of the things silver has done standard now?

maybe not perma bans but 48/72 hour bans, whichever is most appropriate, these then get forwarded to silver for further action.

I've asked silver to do a "freeze account" button for us mods few years ago, hasn't yet done it. Mod's freeze the account, and when silver signs in, he can decide what to do.
As for giving ban hammer for mods, id vote 'no', and pretty sure silver would too.

Why though? Out of Interest. All the mod's are resonpsible or they wouldn't be mods so it's not like they can't be trusted. Any ban they would give would clearly be well within reason and even if it wasn't it can just be removed anyway.
